Unemployment solutions

My ex-boyfriend makes the following proposal for alternatives to the minimum wage. Comments?
Option #1: You spend the full work day searching and applying for jobs for which you qualify, and are paid the minimum wage until you land one.
Option #2: The government will pay for you to go to college, but they pick your major based on what skills are in demand (i.e. teaching, computer science). A job will be open for you upon graduation.
Option #3: Military service or Peace Corps.

Option 1: That’s what unemployment checks are for. You’re required to do so much job looking, and in exchange they give you a paltry small sum of money.
Option 2: That’s great except for the fact you’d have teachers who hated kids, or people like me who suck at math doing business or finance, or lots of other things. You’d also have issues with personal freedom of choice here, what with letting the government pick your major.
Option 3: I’d sooner move to Canada. How many people are gonna wanna go die in a war just because they’re unemployed? And what about those whose religion is against war, but they’re still unemployed? Too many problems with this one…
